Assistant Human Resources Officer (Senior Strategic Business Partner)

The duties of the position include but are not limited to:
Providing expert management consultative service involving the full spectrum of HR functions (e.g., recruitment and placement, employee performance, and conduct issues) on highly complex issues. Serving as the primary strategic advisor between local leadership and VISN HR Operations, effectuating local strategic goals and metrics through expert management consultation in talent management and workforce and succession planning. Acting as change agent to business through process redesign and approaches that support change and transformation. Analyzing trends and metrics to develop solutions and providing day-to-day consultation to leadership on a variety of actions to include employee relations issues, policy interpretation and application, talent management and development, and organizational design consultation. Serving as a key member in various VISN committees and activities, working directly with leadership to develop an HR strategy that closely supports and facilitates meeting local organizational goals. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience is defined as progressively responsible managerial/administrative experience in planning, directing, coordinating, and providing internal evaluation of a healthcare system's Human Resources Management Program. Examples of experience would include, but are not limited to:
managerial/administrative experience in planning, directing, coordinating, and providing internal evaluation of a healthcare system's Human Resources Management Program; serving as advisor and consultant to executive leadership; formulating and implementing human resources policies involving recruitment and placement, position management and classification, pay administration, employee and labor relations, employee training and development, employee recognition programs, employee benefits programs, etc.; providing advice to management/supervisors on human resources management principles, techniques, and acceptable practices. Physical Requirements:
The work of the Assistant Human Resources Officer is mostly sedentary with some walking, bending, lifting and carrying of manuals, files, laptop computer. The work is normally performed in a traditional/modern office setting in a well-lit, temperature controlled environment. Travel to attend meetings, conference, etc. may be required.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
