Administrative Officer

The major duties include but are not limited to:
Plans, organizes, and directs the ongoing development of this patient centered care organization, as well as analyzes, evaluates, advises and coordinates administrative and budgetary activities. Responsible for budget management, productivity improvement, management controls, and short and long-range planning. Develops, maintains, and implements a comprehensive business plan for the Mental Health Service in accordance with the philosophies of the Medical Center and the mission of the Department of Veterans Affairs. Responsible for contributing to the ongoing development of the overall Mental Health Operational Plan which describes in detail the process for care delivery and is instrumental in the ongoing development of strategic goals and objectives for the organization. Serves as a major administrative and management advisor for this Mental Health Product Line and is a member of the Mental Health Executive Council (MHEC). Oversees the administrative and budgetary operation of the Mental Health Product Line to ensure optimum use of resources in order to provide the highest quality of care. Serves as the technical expert regarding operational problems and personnel administrative issues. Responsible for reviewing and approving organizational changes, position descriptions and performance standards. Provides management and guidance on such issues as leave administration administrative/disciplinary actions, incentive awards program, motivation and morale, recruitment and placement, position management and classification and continuing educational activities. Ensures that all administrative issues are resolved at the lowest level. Participates in the resolution of Union and EEO complaints within the product line. Investigates formal and informal complaints made and determines corrective action and compliments recommendations made by appropriate individuals. Ensures that parties affected are informed of decisions and resolutions regarding the complaint. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
experience in direct supervision of staff; experience in direct computerized scheduling of patient appointments and oversight of scheduling patient appointments; experience in data collection, analysis and reporting, and the ability to oversee contracting requirements for physical site at a community outpatient clinic. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.B. if related, for the experience required for the GS-11 level. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (transcripts are required). OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education described above. The first 2 years of graduate study are not qualifying for GS-11. (transcripts are required). You will be rated on the following Competencies for this position:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
