Financial Manager

Provides advice and guidance on policies and plans pertaining to resource requirements for the facility financial program. Directs and promotes the use of advance techniques in budgeting, management, finance and accounting and manpower management. Assists operating programs in the development of budgets and advises organizations on liquidation and self-sufficiency efforts. Approves the transfer of funds between program activities. Participates and convenes meetings of professional, technical and administrative staff. Provides expert advice and recommendations for innovative approaches and solutions of facility financial operations. Briefs management on new directives. Advises and makes recommendations on financial policies, procedures and other fiscal matters. Plans and schedules production-oriented work on a quarterly and annual basis. Through team leader/supervisor, performs personnel management activities for subordinate staff works requirements. Determines work priorities and directs assignments. Gives advice on appointments, promotions and other re-assignments. Skill in analyzing accounting systems or in modifying and adapting conventional accounting and analytical techniques to solve a variety of accounting problems. Professional knowledge of accounting theories, practices, methods, and techniques, and knowledge of organizational practices, policies, and programs to perform independently a variety of assignments. In-depth knowledge of applicable legislation, statutes, regulations, policies, and procedures. Comprehensive knowledge of the organization and operations of contractor's financial management systems. Knowledge of the intense budgetary policies, precedents, goals, objectives, regulations, and guidelines of the agency or component, organization or program assigned; the sources, types, and methods of funding for organizations and programs; and budgetary and financial relationships between the assigned budget and budgets and programs of other agency components and organizations. Extensive knowledge of supervisory and management principles and the ability to implement and supervise the operations of the service. Complete knowledge of labor management procedures, Equal Employment Opportunities (EEO) policies, employee evaluations, and counseling methods is also required. Analyze financial and budgetary relationships to detect errors or inconsistencies in budget requests. Detailed knowledge of personal computer software such as Microsoft Office programs to include Word, Excel, and PowerPoint for use in preparing reports, graphs, documents, presentations, and spreadsheets. Knowledge in financial computer applications, including IFCAP, FMS, OLCS, PAID, OLDE, OTCnet, Concur, Snap-Web, Outlook, Internet Explorer, Accounts Receivable, Vouchering, Billing, and Agent Cashier, and the skills required by the daily functions of the position. Performs routine and recurring budget administration duties which facilitate the conduct of more complex and detailed review and analysis functions. Ability to communicate orally and in writing. Ability to write letters, memoranda, and operating procedures, directives, and/or guides to convey information relating to financial management activities. Ability to deal tactfully and convincingly with other employees to implement revised financial policies and procedures. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Basic Qualifications A Degree:
Accounting degree or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 23 semester hours in accounting. The 23 hours may include up to 6 hours of credit in business law. ORB. Combination of education and experience At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type of quality. This can include up to 6 hours of business law; 2. a certificate as Certifie3d Public Accounting or a Certified Internal Auditor, obtained through written examination; or 3. completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to the Basic Requirements above, you must also have the specialized experience. You may qualify based on your experience and/or education as described below:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Answer inquiries and interprets regulations, policies and standards regarding finance, maintain a system of accounting records for all financial transactions of the Department of Veteran Affairs, Analyze, Supervise and direct the recording of transactions, Establish controls on operating programs. Professional knowledge of the theory, financial operations; financial information systems and software capabilities; provide technical direction to obtain efficiency and economy of operations, ect. Additionally, your resume must include the following ability to apply knowledge to broad and difficult assignments and specialized areas of financial statements and offer technical advice to operating official on all phases of accounting including the analysis and interpretation of pertinent accounting data; coordinate all inter-station transfers of credits and charges for materials and services and resolve and difference in interoffice accounts; solve controversial problems with regulations, financial reporting, reimbursable rate calculations and organizational and functional operation of the various programs; interpret and evaluate financial and management data; problem solving abilities. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
