Human Resources Assistant (Rec/Plac)

Duties include but are not limited to the following:
Creating assessments and vacancy announcements using federal human resources information systems; Applying Office of Personnel Management (OPM) Guide to Processing Personnel Actions to code requests for federal personnel actions; Interpreting and applying a wide range of HR concepts, laws, regulations, VHA specific policy requirements and labor agreements pertinent to Title 5, Hybrid T38 and Title 38 as it relates to the hiring and placement process; Determining applicant qualifications and issuing referrals; Ensuring federal priority placement program guidelines are adhered to when filling vacant positions; Interpreting and applying federal civilian recruitment and placement laws, regulations, policies, and practices to provide advice and guidance to managers, supervisors, employees, and applicants; and Analyzing and resolving uncommon pay, federal recruitment, and placement issues. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05; for a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

GS-06 Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
preparing and posting job announcement, reviewing package submissions for completion seeking missing data from appropriate source, and answering questions from managers/employees regarding SBU procedures. GS-07 Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
preparing and posting job announcement, reviewing package submissions for completion; seeking missing data from appropriate source; conduct informational briefing regarding HR program areas; preparing and maintaining reports; and answering questions from managers/employees regarding SBU procedures. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
