Supervisory Physical Security Specialist

Duties include but not limited to:
The incumbent manages the facility physical security program. Responsible for the development and administration of physical security activities/initiatives for all facilities and community clinics under the control of the Alexandria VA Medical Center. Provides guidance to facility leadership and service chiefs on all physical security matters. Maintains an up-to-date level of expertise in equipment technologies, processes and methods in order to advise the Chief of Police on intrusion systems, panic alarm systems, closed circuit television, physical access control systems and police communication equipment Conducts physical security inspections, vulnerability assessments, risk assessments, and surveys and studies designed to improve the protection of patients, employees, visitors and assets Coordinates repairs and maintains inventory of assigned equipment Recommends changes, upgrades, or enhancements based on changing threats and modern technologies Recommends changes and enhancements to existing physical security systems based on changing threats and new technologies; analyzes floor plans, schematics, and other drawings, as a basis for planning necessary protective measures to be incorporated into new, renovated, or exiting construction. Establishes tracking systems, databases and other programs to monitor program effectiveness Prepares and conducts briefings, presentations and reports to inform the Medical Center Director, Associate Director, and Chief of Police of systems status and recommend protective measures Determines which projects to initiate, develops deadlines, and identifies staff and other resources required to carry out an assignment Provides guidance and briefings to the public, employees, Veterans, visitors, facility service chiefs and executive management in all aspects of security and law enforcement activity affecting the VA. Plans and directs the health system's on-going security and crime prevention programs by conducting or directing unannounced vulnerability surveys throughout the facility and by completing periodic analysis of crimes occurring at and contiguous to the facility so as to make timely decisions to correct perceived weaknesses Contracting Office Representative (COR) Act as a Contracting Office Representatives (COR), for contracts falling within Police Service's span of responsibility. Prepares contract requirements and statements of work; reviews proposals and solicitations from competing companies competing; ensures vendors comply with the terms and conditions of awarded contracts; reviews and approves monthly expenses submitted by vendors; recommends changes to contract elements based on need, construction, short-term projects and special events. Supervisory Duties Plans and assigns work and sets priorities Sets performance standards, explains performance expectations, and appraises work of employees Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance Hears and resolves employee complaints and refers more serious grievances to higher authority with recommendation for resolution Effects minor disciplinary actions such as reprimands and warnings; recommends other action in more serious cases. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Developingphysical security instructions, procedures, and policies; and to interpret directives and policies to provide guidance to, and respond to questions from, senior leadership. Apply security principles, concepts, and methodologies in order to conduct inspections, surveys, risk/vulnerability assessments, and studies to improve existing physical security systems. Experience with security equipment and devices in order to inspect and conduct tests of installed security systems. OR Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (Unofficial Transcripts Required) OR, Combination:

Physical Requirements:
The work requires sitting at a fixed work station as well as recurring physical exertion, such as standing, walking, bending, stooping, reaching, crawling and similar activities while conducting crime prevention surveys, physical security inspections or other security system surveys. Survey and inspection work areas include places such as attics, crawl spaces and other limited access areas, in rough terrain or in construction sites when planning and monitoring the installation of security systems. When involved in law enforcement duties, the work requires physical exertion such as long periods of standing, walking, driving, bending, stooping, reaching, crawling, and other similar activities. Incumbent engages in such exertions when pursuing suspects, or participating in weapons or other kinds of training activities, climbing stairs in office buildings, or walking foot patrols in and around large buildings. May regularly require lifting and carrying heavy objects of 50 pounds or less. May require common physical characteristics and abilities in agility and dexterity and the strength to pursue, apprehend, and detain uncooperative suspects. Work Environment:
The work is performed in an office setting involving everyday risks or discomforts that require normal safety precautions deemed necessary. When involved in law enforcement duties, the work performed in settings in which there is regular and recurring exposure to moderate discomforts and unpleasantness, such as high levels of noise in industrial settings, high temperatures in confined spaces, and adverse weather conditions during extended periods of traffic and patrol duties. The employee may be required to use protective clothing or gear such as masks, gowns, coats, boots, goggles, gloves, or shields. The work involves moderate risk requiring exercise of safety precautions when working around hazardous materials such as toxic gases, explosives, infectious biological materials, and others that pose a moderate risk of exposure. The work also involves moderate risk and discomfort when working outdoors without shelter or operating vehicles for extended periods of time over rough terrain. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
