Health Systems Administrator (Associate Director)

The Health System Administrator (Associate Director) is responsible for the coordination and oversight of the administrative support services of the Alexandria Veterans Health Care System. The Associate Director serves as a part of the Alexandria VA Health Care System Executive Leadership Team (ELT). On a day-to-day basis, he/she interfaces with the Medical Center Director, Associate Director for Patient Care Service/Nurse Executive (ADPCS/NE), and Chief of Staff (COS), to ensure efficient operations. The incumbent leads fully in both long and short-range policy and planning, promoting healthcare system programs with outside groups, and integrating administrative programs and operations with the needs and priorities of the clinical services for the health care system. The Associate Director also participates as a member of the VISN management team and a member of various task forces. Area highlights include but are not limited to:
Budget and Fiscal Management:
Responsible for all financial activities including budget preparation and budgetary control. Personnel Management:
Applying broad, extensive knowledge of Government-wide, VA, and VHA personnel management requirements and of the contributions and needs of widely diverse individuals and employee groups. Developing and implementing personnel policies affecting all employees and employee groups; and developing activation plans for the timely planning of recruiting efforts and delivery of training. Meeting regularly with Union officials to establish and maintain the proper labor/management relations climate and to resolve issues having broad significance to the organization. Working closely with Human Resources Management Service and all Service Chiefs to ensure the appropriateness of personnel actions. Public Relations:
Establishing and maintaining good relations with a wide range of individuals and groups to effectively disseminate information to veterans, volunteers, staff, members of the media, the general public, local, state and federal officials, community groups, and other stakeholders in ways that most accurately and effectively present the medical center's mission of caring for veterans. Systematic Internal Review:
Playing a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities are in compliance with standards issued by various accrediting and regulatory groups, and higher agency authorities. Establishing and monitoring required management reporting systems. Responsible for administrative accreditation and coordinating health care system activities to assure compliance of administrative and some clinical services with the standards of various accrediting, regulatory, and agency authorities. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Must possess an undergraduate or graduate major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (transcripts required). OR Successful completed an agency-sponsored on-the-job training program, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
- Assignments providing knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;-Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and-Oversight by an experience health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Successfully completed training plan must encompass the above requirements, signed, and submitted with your application (signed training plan required). AND Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-13. This is described as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge and experience of the following:
Missions, organizations, programs, and requirements of health care delivery systems. Regulations and standards of various regulatory and credentialing groups. Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Managing healthcare delivery systems to support and enhance executive level programs and operational initiatives. Devising ways to both qualitatively and quantitatively measure/assess program accomplishments, results, and effectiveness having national impact in a healthcare environment. Performing a wide variety of analytical studies and projects related to management improvement, productivity improvement, management controls, and long range planning in a healthcare environment. Using system redesigning methods to improve efficiency through process improvement projects. Determining intent, interpreting, and revising existing policy for use by others within or outside the organization. Developing concise, accurate responses to Congressional, White House or Judicial inquiries. Planning and prioritizing work efforts for subordinate staff in a healthcare environment. The work of the Health System Administrator (Associate Director) is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. The work does not require any special physical effort.
